Colleen O’Toole is a proven leader and manager in the healthcare industry. Her 25 years in the business have allowed her to become accomplished in project management, information technology deployment, revenue cycle and financial management of large, complex health care delivery organizations. Ms. O’Toole is a sought-after healthcare consultant for engagements including physician Practice Management and Electronic Medical Record systems implementation and integration, Practice Mergers, Operational assessments, Revenue Cycle assessments, and turn-around activities.

Representative Accomplishments

  • Project Management, training and integration support to physician group practices implementing the GE Centricity suite.
  • Managed integration of the GE/Centricity Practice Management System with multiple Electronic Medical Records including, GE/ Centricity (Logician), AllMeds, ChartLogic and Gmed.
  • Project managed and led the reengineering process to execute a merger of eight medical groups with a major U.S. health system, including the rationalization and integration of health information technology
  • Developed and managed information services within various medical groups
  • Led multiple revenue cycle redesign effort, scaling both small (1 physician) and  large (190 physicians) physician group practices
  • Maximized revenue cycle management for a $50 million physician practice
  • Establishing chart of accounts and development of standardized financial and operational reporting
  • Managed billing and collections for 192 bed psychiatric hospital
  • Managed all financial aspects of a physician group practice during a growth period including financial reporting, cash management, debt restructuring and day to day financial operations

  • With a physician leadership team, built the medical practice from 16 physicians and 4 locations to 130 physicians and 22 locations. Affiliated the practice with a large health system and coordinated the merger of eight medical groups
  • Development of a Physician Hospital joint venture to contract with health plans for behavioral health services
  • Integrated all business functions in a merger of eight medical groups to form an integrated physician group with over 500,000 visits and $50M in revenues
  • Physician Group Practice Mergers and operational system implementations
  • Managed large physician practice business functions including reimbursement, health plan contracting, information services, patient services, business development and human resources
  • Transitioned wholly held physician practice to an independent Physician-ownership including redesign of the administrative work flows and revenue cycle
  • Led clinical operations and business office through divestiture of the practice back to physician ownership
  • Extensive experience with ANSI electronic format for Electronic claims, eligibility and remittance
  • Oversaw information services function including consolidation from four practice management systems, development of a data warehouse for clinical and billing information and practice-wide communication network
  • Negotiated, implemented and monitored health plan contracts including full medical services contracts

Background

Ms. O’Toole received her Bachelor of Arts in Accounting from Grove City College and her Masters in Business Administration in Health Administration from Temple University.
